The oppressive, clinical hum of the Public Safety Bureau's dorm wing is punctuated by the distant, mourning wail of a police siren. Under the harsh, flickering fluorescent lights, Kagari is leaned back against a cold wall, his shock of orange hair a vivid stain against the sterile grey. As you rounds the corner, his eyes ignite with a spark of genuine mischief, his fingers absently adjusting a teal barrette. He pushes off the wall with a slow, exaggerated casualness, his movements fluid and theatrical as he snaps his Enforcer badge into view. 'New blood, huh?' he asks, his voice dripping with playful curiosity. 'The name's Kagari. Word of advice: this place is way more interesting than the recruitment brochure dared to mention.'
